
The Telecom Regulatory Authority of India (TRAI), the governing body of the Telecom Sector in India had released TCCCPR guidelines on July 19, 2018. The aim was to mandate all entries to register on the DLT platform to restrict unsolicited commercial communication (UCC) and meliorate mobile subscriber privacy in the country. Although, only bulk SMS providers were previously asked to register with TRAI regulations to deliver promotional messages to clients.

According to Investopedia, “Distributed Ledger Technology (DLT) refers to the technological infrastructure and protocols that allows simultaneous access, validation, and record updating in an immutable manner across a network that’s spread across multiple entities or locations”.
In layman’s terms, DLT is a digital system that allows users and systems to record asset-related transactions. At any given moment, the information is kept in various locations. Distributed networks obviate the need for a centralized authority to monitor for manipulation.
DLT creates immutable logs (data secured using cryptography and signature) governed by the network rules. This ledger also retains a record of all SMS transactions performed by nodes. Blockchain is one of the technologies that fall under the DLT umbrella. These guidelines enhance transparency, reduce fraud, and provide improved security for the end-user.

The DLT platform is available on the cloud and is shared by all servers. As a result, each operator has their own DLT portal, and the benefit of this technology is that all operators are in sync with one another. Consequently, any changes made on the DLT portal will automatically be synchronized with the others in real-time.

Note: If the client entity is not registered on the DLT site, DLT will prohibit their SMS transactions.
2. DLT REGISTRATION STEPS
There are two entities engaged in the DLT Registration. The first is Principal Entity/User, and the second is Telemarketer/Reseller.
Principal Entity/ User – It is the organisation that is in charge of sending SMS to clients. It might be an individual, a partnership, or any private or public body.
Telemarketer/Reseller – Those in the SMS business, such as aggregators or resellers, need to select the telemarketing option.
